Project Overview

Industry Telecommunications
Company Profile Telstra is one of Australia’s largest telecommunications companies. It is responsible for a highly secure and highly available information source, the Integrated Public Number Database (IPND).
Business Situation Telstra was required to find an outsourced partner to design, build, operate and manage the large scale and highly secure Integrated Public Number Database.
Solution LogicalTech’s met Telstra’s need with an extremely successful solution using Oralce, UNIX and SUN technology systems.
Benefits LogicalTech’s management of the IPND provides Telstra with full service. This has lowered the cost of ownership and operational costs over the life of the system.

The Assignment

Emergency services and other licensed data users in Australia required a system to manage 24X7 centralised access to millions of phone subscriber records created by telecommunications carriers. This system, the Integrated Public Number Database, is a national composite database of all Australian telephone subscribers and numbers. IPND use is critical to emergency services and incident rapid response. Privacy, security and availability are highly regulated and follow the highest industry standards.

The IPND project required development and design, construction and deployment in limited periods of time. Key issues of system integration (SI) and supplier performance included privacy of data, complex security technologies, communications, reliability, availability over 99.5% and 24x7 operational and maintenance support.

This system integration required complex and sophisticated management to ensure continuous availability and connectivity to all telecommunications companies. Working with specialised facilities management and hardware vendors was also part of the assignment.

The LogicalTech Approach

As the primary contractor, LogicalTech designed and built IPND several weeks ahead of schedule and for a budget significantly less than competing tenders.

The LogicalTech eXpert@ Oracle and Project Management teams provided support in the development and delivery phase. The solution, based in Oracle on UNIX platforms, used secure encrypted frame relay. LogicalTech also used clustered disk storage, open source tools, monitoring regimes and advanced technologies to develop a highly reliable 24 x 7 system. The result was one of the largest, most successful SUN-based systems in Australia.  The LogicalTech IT24x7 team has been responsible for operating the system since 1997.

The Value of the Solution

For over ten years, LogicalTech have provided trouble-free full managed service for IPND. The service includes operations management and maintenance, security, client and user support, capacity planning, technology updating and disaster recovery. Working in partnership with Telstra, LogicalTech has lowered costs of ownership and operation over the life of the system.
